The FAA Will Soon Stop Mailing Out Ads Or SAIB To Aircraft Owners

September 23, 2010 - As of March 1, 2010, the FAA will no longer mail paper copies of Airworthiness Directives (ADs) or Special Airworthiness Information Bulletins (SAIBs) to individual aircraft owners. Instead, the FAA is providing this information through an email service known as GovDelivery.

While the FAA will continue to mail paper copies of emergency ADs for the foreseeable future, aircraft owners will need to sign-up for the free GovDelivery service in order to continue to receive this important safety information directly from the FAA.

While this information will continue to be available on-line through thier Regulatory Guidance Library (RGL) web site at, the GovDelivery email service assures that affected aircraft owners are immediately notified of this critical safety information in an efficient and cost effective manner.


In 2006, the FAA published a notice in the Federal Register to announce changes in their AD and special airworthiness information bulletins (SAIBs) printing and distribution policy. In this notice, the FAA explained the intent to transition to full electronic distribution for ADs and notified the public that the FAA would immediately stop paper mailing SAIBs. In 2007, the FAA published another notice to announce their email subscription service for ADs and SAIBs.

The FAA has implemented this change incrementally. In September 2007, the FAA stopped mailing paper copies of ADs and SAIBs to owners and operators of transport airplanes and engines installed on transport airplanes. In October 2009, the FAA stopped mailing transport rotorcraft and rotorcraft engines. All other ADs and SAIBs for rotorcraft and rotorcraft engines ceased on January 1, 2010, followed by the elimination of paper mailings to all remaining aircraft, engines and propeller owners on March 1, 2010.

This transition provided a timelier and cost effective method for the FAA to deliver needed safety information. The new method of delivery is through the GovDelivery email service. GovDelivery is the world?s leading provider of government to citizen communications solutions. GovDelivery?s e-mail subscription service provides the FAA and other government organizations a fully automated, on demand public communication tool. The service is free of charge and allows owners, operators, and any interested party to sign-up.


Subscribers may select to receive all documents or only those pertaining to a specific product make and model. They also have the option to sign-up for general categories such as ?small airplane? or ?engine.? The subscription service delivers the AD or SAIB to each email address within minutes after they are posted on RGL.

There are 2 ways to sign up for GovDelivery ? Online self registration -- Just follow the online instructions by going to or you may contact the FAA directly --- Email them at or call (405) 954-4103 with your aircraft, engine and propeller model information, and they will sign you up. The FAA will continue to fax and or mail paper copies of emergency ADs for the foreseeable future. ADs can still be obtained on-line from the Regulatory and Guidance Library (RGL) and the Federal Register websites.

This past year, the FAA has notified operators of this change by sending brochures and posters to over 6,000 Fixed Based Operators (FBOs) across the U.S. and by distributing them at major airshow events. For those who might not have computer access or who still desire printed copies, the FAA will continue to provide the AD Biweekly Report, which is a paid subscription of all ADs issued in the Federal Register over the previous 2-week period. An Airworthiness Directive (commonly abbreviated as AD) is a notification to owners and operators of certified aircraft that a known safety deficiency with a particular model of aircraft, engine, avionics or other system exists and must be corrected.

A Special Airworthiness Information Bulletin (SAIB) is an information tool that alerts, educates, and makes recommendations to the aviation community. SAIBs contain non-regulatory information and guidance that does not meet the criteria for an Airworthiness Directive (AD).
